"Structured adverse-signal registry for verified infringements, GI fraud, artisan rights violations, and compliance failures. Each case follows a 6-stage due-process protocol before public determination."
Evidence-based tracking of verified infringements, counterfeit disputes, and compliance actions with structured due-process reviews, 90-day periodic evaluation cycles, and appeal records.
Statutory due-process workflow: 6 sequential stages protecting evidentiary audit, 14-day formal response, and appeal rights.
Substantiated serious misconduct affecting Kashmir craft authenticity, artisan rights, lawful trade, or sector integrity.
Allegations alone do not constitute blacklisting. Every determination requires substantiated evidence and concluded due process.
The following trigger evidence audit but do not independently justify blacklisting:
Use Subject, Status, Case ID, entity name, or violation category to query CKTRE adverse-determination records.
No case dossiers are displayed by default.
Lodge an evidentiary intake report with CGIS to initiate formal compliance tracking, laboratory verification, and registry investigation.
CKTRE prepares substantiated cases for jurisdiction-specific referral where appropriate based on violation type, seller location, transaction location, shipment route, and applicable legal framework.
CKTRE never asserts a case has been "reported to FTC / CBP / EUIPO / Authorities" without an official submission timestamp and retained agency acknowledgment. All referrals strictly follow the progressive status ladder:
Geographical Indications Registry / IP India: Administered through the Controller General of Patents, Designs and Trade Marks (CGPDTM) with all-India jurisdiction over GI misuse and infringement under the GI of Goods Act 1999.
CBIC / Indian Customs: Operates IPR border-enforcement procedures that expressly include geographical indications to seize synthetic adulterated consignments at maritime and air ports.
Department of Consumer Affairs / NCH: National Consumer Helpline and Central Consumer Protection Authority (CCPA) for deceptive commercial marketing and fraudulent craft claims.
Ministry of Labour & Employment / NCPCR: Formal escalation via the PENCIL complaint mechanism and National Commission for Protection of Child Rights for zero-tolerance labour violations.
Development Commissioner (Handicrafts), Ministry of Textiles: Institutional escalation for handicraft sector complaints, master weaver welfare charter violations, and artisan scheme non-compliance.
J&K Directorate of Handicrafts & Handloom / Industries & Commerce: Specifically enforces statutory quality-control functions under J&K craft policy to prohibit machine-made goods from being passed off as genuine handmade Kashmiri handicrafts, overseeing trader registrations and craft market inspections.
District Labour Authorities / J&K Labour Administration: Direct escalation for artisan wage suppression, piece-rate disputes, unsafe loom shed conditions, and child-labour enforcement in weaving clusters.
J&K Police / Economic Offences Wing: Competent law-enforcement routing where investigative evidence indicates criminal fraud, forgery of artisan provenance seals, trafficking, or coercion.
Registered GI Rights Holders (e.g., Tahafuz Society): Formal notification and legal dossier hand-off to the registered GI registration holders and authorized user collectives for legal defense of Kashmir Pashmina, Kani, and Sozni crafts.
Receive verified updates on substantiated blacklist determinations, counterfeit Kashmir craft activity, GI misuse, artisan-rights violations, remediation actions, appeals, and restored registry status.
Data Governance & Due-Process Safeguard: CKTRE alerts distinguish allegations from substantiated findings. Open Stage 01—04 investigations and confidential evidentiary files are not distributed through public subscriptions.
